After the 1995 Hanshin-Awaji Great Earthquake Disaster， it is pointed out that the mutual self support system on neibourhood residential citizens， namely soft measures for disaster mitigation is very important． In 9 wards of Kobe City，it was already started the constitution of disaster prevention welfare community according with the division of elementary school unit and 189 communities were already established． In this process of establishment of communities， it's recognized that there were several difference on the strating and proceeding situation depending on the location． In this study， we investigated the basic analysis on the relationship between the establishment of community and the regional characteristics in Kobe City． |
