Since the latter half of the 1990's, the Yokohama's smaller and medium-sized enterprises have operated in Shanghai. In this paper I analyze the change of management policy concerning four enterprises. These enterprises originally attempted to take advantage of cheap labor in Shanghai. However more recently they have been working to establish new personnel management systems in coordination with the development of the Chinese economy. These personnel management systems can be categorized according to their relationship to the level of product quality and the transfer of technology. These enterprises also make efforts to improve concern for quality among the labor force and consciousness of the roles played within work units. In conjunction with the development of the Chinese economy, Yokohama's smaller and medium-sized enterprises have to change the management system.
