In this paper I analyze the change of management policy concerning four enterprises. These enterprises originally attempted to take advantage of cheap labor in Shanghai. However more recently they have been working to establish new personnel management systems in coordination with the development of the Chinese economy. These personnel management systems can be categorized according to their relationship to the level of product quality and the transfer of technology. These enterprises also make efforts to improve concern for quality among the labor force and consciousness of the roles played within work units.
