We call emigrants who have settled down in Japan since the 1970s “newcomers.”This paper analyses Japanese education for newcomers from the viewpoint of language planning.I have found that today the language planning for newcomers has become an issue of necessity and importance among local governments and volunteers. However,in Japanese teaching the language rights for newcomers has not been keenly noticed yet.
