In the case of ROK, three government ministries and government offices take part in the Korean language policy in foreign countries. Especially in the Korea Education Institution of Ministry of Education and the King Sejong Institute of Ministry of Culture, Sports and Tourism, they both take the policy targeted “national education” and “public relations on nation branding”. In Japan, also the target groups are the same the permanent ethnic Korean residents of Japan or Japanese citizens which cause the ambiguity of boundary line of a function and the role. The core of the public diplomacy that ROK promotes now is “national branding”. Overseas promotion of Korean language is the typical.
