内容記述 This paper aims to clarify the background and actions of the People ʼs Republic of China （PRC） regarding the ownership of the Ryukyu Islands. The focal period is between the founding of the PRC in 1949 and the entry into force of the San Francisco Peace Treaty in 1952. By comprehensively analyzing official statements on the Peace Treaty and other pronouncements issued by Zhou Enlai, the head of the CPC governmentʼs Foreign Affairs Department, as well as analyzing the CPC governmentʼs movements as reported in the Peopleʼs Daily of China and the Japanese newspapers Asahi, Yomiuri, and Mainichi, this paper clarifies the trends of the CPC government and the background to the issue of Ryukyuʼs ownership in 1951. This period has been overlooked by previous studies.
　First, this paper discusses the CPC governmentʼs “Rapid preparation of a peace treaty with Japan” and “Declaration of the Preparatory meeting for the New Political Consultative Conferenceʼs Parties and Groups on the 12th Anniversary of the 7 July War against Japan.” Through this analysis, I demonstrate that the CPC government held an attitude of approval toward the Potsdam and Cairo Declarations, which were declared jointly with other nations by the nationalist government that represented China before the founding of the PRC. This also indicates that the PRC at this time, as a victorious nation, was trying to promptly promote peace with Japan while simultaneously expressing its desire for international approval.
　Second, this paper examines Americaʼs exclusivity policy toward Ryukyu, published in the San Francisco Peace Treaty at the San Francis co Conference in 1950. Subsequently, it analyzes the PRCʼs response to the Peace Treaty with Japan during the same period. The PRC confirmed its non-recognition of the trusteeship of the Ryukyu Islands proposed by the United States and also expressed opposition to an American occupation of Ryukyu.
　Third, this paper analyzes news coverage of the American occupation of Ryukyu and the San Francisco Peace Treaty with Japan in the Peopleʼs Daily, as well as reports on the actions of the Chinese Communist government in Japanese newspapers.
Through this analysis, I provide a summary of the CPC government ʼs attitude and actions toward the issue of the ownership of the Ryukyu Islands.
