Compared to laws and official documents, these materials carry strong emotions, allowing us to discover the publicʼs concerns through feelings of fear and anxiety.\n Faced with social problems affecting daily life, the public has some solutions. One such solution is the Jizo statues placed near some crossings. This research collected documentary materials on Jizo with the cooperation of city offices, ward offices, libraries, and folklore museums, and also conducted interviews with the creators and managers of the Jizo. Fieldwork revealed that these\nJizo, although having different names, share the same functions. These functions include the original\nfunction of Jizo, which is the memorial service for the deceased, accident prevention which\nthe public has added depending on the era, and the role of the stone objects themselves. These\nJizo represent experiences passed down through generations in Japanese folklore, changing\naccording to the times and peopleʼs needs, and forming a folk culture that solves problems.\n Through this analysis, the study not only focuses on the technical aspect of railway accidents but also shows that there is a unique interpretation of this issue within folk culture. Parallel to technical safety measures, peopleʼs perceptions and ways of dealing with railway accidents are formed through folk culture.
