In this process, shrines that were the symbolic architecture of Shinto must face the question of whether and how to be localized. In general, Japanese officials and civilians supported the construction of oversea shrines, but opposed the localization process promoted by Ogasawara Shozo and others. On the surface, localization involved technical issues such as the selection of architectural styles and immortals.
