At that time, if we examine the situation of research and policy on them in the United States and in Japan, there are problems that must be pointed out in the latter.　One is that although there is diversity in entrepreneurial types, the perspective on them is insufficient and the focus is exclusively on a specific entrepreneurial type. The other is the lack of adequate interest and problem awareness of poverty which is the foundation of entrepreneurship. Therefore, the progress of entrepreneurship itself, the recovery of the dynamics of SMEs, and the promotion of economic growth in modern Japan are in a hopeless situation. In such situation, the focus of research and policy interest is on entrepreneurial consciousness and entrepreneurship cases, but it is essential to apply the portfolio perspective to existing types of start-ups and to investigate their relationship with poverty.
