Previously, the author conducted participant observation of the festival and examined the relationship between eminent male citizens, or “dannashu,” who financially support the festival and manual workers called “tobi.” Nowadays, this festival is often associated with the Tenno Festival in Nihonbashi, Tokyo, and Yasaka Shrine in Kyoto. The Kumagaya Fan Festival’s relationship with other festivals plays an important role in claiming its predominance. Since festivals are out of the ordinary, traditional studies have deemed power and authority to be non-existent during such events. Yet when festivals are held, they continue to be present though different from what we see at ordinary times. Such power and authority have not been a common subject of current festival studies.\nGiven this background, the paper examines changes in the authority of the Kumagaya Fan Festival through participant observation records and brochures. The author closely looked at the Fan Tenno Festival in Tokyo and the Gion Festival in Kyoto as well to explore the relationship between the Kumagaya Fan Festival and other festivals. Also examined was the authority factor surrounding the Kumagaya Fan Festival and other festivals. An analysis of changes in the authority of the Kumagaya Fan Festival revealed that the festival is associated with other events like the Gion Festival and thus its validity can be claimed inside and outside of the festival. Furthermore, it was found that the Kumagaya Fan Festival has adopted the once-lost authority of other festivals.
