バーデン・ヴュルテンベルク州のハイデルベルク市内と都市州のベルリン市内の学校（ギムナ ジウム2校と基礎学校1校）の学校組織マネジメントの取り組みを調査した。 　その結果，1つに学校は，子ども個々の興味や関心に応じて科目を選択し学習できる機会の 保障，プロジェクト型学習の設定，多様な背景を持った子どもたちの合同クラス作りによる一 人ひとりに居場所の提供などを通して，彼らを尊重するとともに，彼らに個人としての自信を 持たせているカリキュラム構造を構築していることがわかった。また，そのなかに組み込まれ たグループ学習や子ども同士の日常的なやりとりなどを通して，子どもが閉鎖的な自己主張の 強い個ではなく，他者や社会とつながる開かれた個として確立することを援助するマネジメン トをしていた。2つに学校は，子どもに他国や他者の立場を理解・経験させることを通して， 多文化を尊重させるマネジメントを行っていることがわかった。模擬国連総会，1・2・3年生 合同クラスでの日々の授業，政治参加のためのディスカッションの授業など，立場の異なる他 者と関わり，相手の立場を理解や尊重する態度を育成する機会が，特別な機会とともに日常の 教育実践の中に埋め込まれていた。 　また，こういった教育を実現する上で大きな役割を果たしているのは，地域，学校，教師と いった異なるレベルの現場のそれぞれの自律性であった。さらに，この自律的な教育を可能に している重要な要因として，各学校の明確な教育方針とその方針に基づく教育を行う校長の リーダーシップがあった。しかし，校長には多くの裁量権がある分，求められる役割や責任も
