Earthquake","bibliographic_titleLang":"en"}]}]},"item_4_description_4":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"戦争により壊滅的な損害を受けた遠洋漁業も、政府の戦後復興資金の融資を受けて造船し、港には徐々に船が増えていった。大島の前川漁業部でも、昭和22（1947）年に栄丸を建造し、地元の船員を乗せて平和な海へと船出していった。　昭和30（1955）年に入ると漁船は大型化され、装備も充実したので南へ北へと新漁場を開拓していった。折からの高度経済成長期と重なり、遠洋漁業も好景気を迎えたのであった。　こうした好調の中で、乗船員不足が叫ばれるようになったのは昭和40（1965）年代頃からである。このころ、気仙沼船の船員の充足率は80％ぐらいで、必要人数が揃わず出航を見合わせる船も出るほどであった。40年代後半には、定年や減船で下船する人も多くなり、人手不足は深刻となっていった。　昭和43（1968）年、大島中学校卒業生の進路では、遠洋漁業就業者は17名もいたが、同48（1973）年以降中卒船員は年々減少していった。　当時、気仙沼水産高校に漁業科があって、その卒業生は昭和58（1983）年には62名が漁船員となったが、ここでもそれ以後、年々激減し、平成10（1998）年代には皆無となってしまった。　平成4（1992）年に、漁業者確保対策委員会が水産高校生に行ったアンケートによれば、漁船就労上の不安として長期航海をあげる数は34％ となっている。1年以上にも及ぶ長期航海が、遠洋漁業を敬遠する最大の要因となっていたのである。　日本人船員不足をカバーするため外国人船員の混乗が始まったのは、平成元（1989）年頃からである。当初は2 、3人の混乗であったが、最近では船長・機関長などの法定職員を除き、他はすべて外国人で操業する船も出てきている。　こうした中で、平成30（2018）年2月の三陸新報は、地元学卒者3
