As part of the terms, four additional “treaty ports” were opened to foreign trade, along with Canton, Amoy (Xiamen), Foochow (Fuzhou), Ningpo (Ningbo), and Shanghai, where foreign merchants would be allowed to trade with anyone they wished. After that, the Qing government received a directive from Zuo Zongtang to construct a shipyard in Fujian Province. In 1866, the establishment of Foochow Arsenal and Fuzhou Naval College were completed. The shipyard invited many foreigners to be staff at first because few Chinese were trained in navigation and marine engineering. Therefore in the second-generation of leadership at the Foochow Arsenal, Minister Shen Baozhen, recognized the need to cultivate talented people in China. Taking advantage of French overseer Prosper Marie Giquel’s return to France to buy materials for shipbuilding, Shen Baozhen dispatched five students overseas to France and the U.K. Fuzhou Naval College dispatched four groups, a total of 86 students, of students to Europe from 1877 through 1900. These students were dispatched to Western countries to study military affairs, and after they returned to China, these students served important posts in the Navy or in other roles thatsupported the Qing government. After that, the Qing government began to dispatch students to Japan.   The Overseas Guide Hall Report was issued by the Overseas Guide Hall, which was organized in 1902 by an overseas student group. Within the report was a document establishing the hall, the staff list, the hall’s accounts, books available at the hall, the instruments available at the hall and student records. The report can be considered a valuable resource for understanding the situation of the students in Japan at that time. There is a column called “The roster of Qing’s overseas students” in the report. This report recorded students’ name, age, registration, date of entry, school, and specialization. The Overseas Guide Hall Report was issued five times from 1902 to 1904. The author used the reports to make graphs, investigate the situation of students from Fujian province over the three-year period, and compare it with the experience of students from other provinces. In 1906, the newly established Ministry of Education adjusted the policy concerning studying abroad in Japan and established the “Regulations for the Management of Overseas Students.” In the same year, the Overseas Student Supervision Office was established. This organization handled the affairs of the overseas students and started issuing the Government Gazette. In the Government Gazette, information about each school, the number of overseas students, students’ grades, changes in students’ qualifications, the income and expenditures of each province, investigations of students who became sick, and students’ involvement in school affairs are concretely recorded. For example, the first edition of the Government Gazette published in December 1906 presented topics such as memeorial to the emperor, official documents, investigative reports on funding, and educational records. Through the “investigative report,” we can understand and confirm the status of officially funded overseas students from Fujian or other provinces.
